New Battlefields, the Changing Nature of Warfare, and U.S. Foreign Policy

On March 26, 2015, the NCAFP hosted a panel discussion on the question of whether the United States can remain on the forefront of developing and deploying advanced military capabilities.  Much of the discussion and subsequent Q&A focused on the "third offset" strategy proposed by the Department of Defense and how exactly evolving technologies facilitate (or complicate) this approach.

This panel featured Dr. Andrew F. Krepinevich, Jr., President of the Center for Strategic and Budgetary Assessments; in conversation with Rafal Rohozinski, Founder and Principal of the SecDev Group & Consulting Senior Fellow for Cyber Security at the International Institute for Strategic Studies. The discussion was moderated by Brigadier General Blaine D. Holt, Deputy United States Military Representative to the North Atlantic Treaty Organization.
