The issue of resuming diplomacy with North Korea after the failed Hanoi summit between the US and the DPRK has been overshadowed by both pandemic management and rising geostrategic competition between the US and China. The incoming Biden administration has completed a North Korea policy review and signaled willingness to engage directly with the DPRK, under the right conditions. In these new circumstances, what are the prospects for diplomacy on the North Korea nuclear issue, pandemic recovery, and areas of general policy friction between the five countries of the Six-Party Talks? Where do international institutions fit into the diplomatic process?
